I bought 500 garbage can liners, but they were too small for my garbage can. So, they'd chronically fall in when they got full, as the weight was more than the friction formed by the bag being wrapped around the outside of the trash container. The solution was to put two empty 2 liter plastic pop bottles at the bottom and replace the liner. I am happy to report, two full, and then replaced, liners later, this solution works perfectly! Pictures above: 1: Bottles at bottom of oversized trash can; 2: Liner being installed. 3: Empty liner, with supporting 2 liter bottles seen underneath the bottom of the liner. No more mess!
